Reuters - Stocks slid as much as 2 percent on Tuesday after Federal Reserve Chairman Ben Bernanke said a weakening housing market, tighter credit and rising oil prices threaten the economy.

Under this circumstance, the employee will be more open to hearing your offer. At times, you may feel the need to use "police powers."
